If you rub your hand over paint and get chalk on it you have chalky paint.
White paint tends to chalk the most. Notice in all the pictures the underlying paint is white. Metal surfaces also chalk more often.
Power washing does not always remove chalk. Often a chemical must be applied to the wall or added to the paint for proper adhesion.
Once chalk is painted over the paint will have to be sand blasted off. which will probably damage the stucco.
The paint peels when moisture gets to the chalk. So scraping what is loose off and properly painting the peeling areas does not prevent other areas from peeling when moisture gets to it down the road.
Therefore scrapping and repainting the wall does not work long term.
Anyone who suggest any type of elastomeric paint or synthetic stucco finish is setting the table for a more catastrophic failure later.
Unfortunately avoiding a minor expense at the time of re-painting will cost thousands later.
