Efflorescence is a white film that forms on things made of cement. Concrete, stucco, pavers and block to name a few. When salts within the material get dissolved by water they move with the water to the surface. The water evaporates to the atmosphere and the salts get left behind as a white film.
Efflorescence is alkaline in nature and can eventually cause serious damage from sulfate attack.
The source of the salts can be from pretty much anything. The cement, lime, sand, even the water used in the mixing.
Efflorescence can be a hard thin film or a fluffy soft substance depending on the chemical composition.

Arizona clay soil tends to contain salts. So the walls will absorb water carrying salt out of the soil as well.
